Summary
The appassoc.xml in conjunction with the local group policy setting are what governs this behavior. By either disabling the local policy setting or making changes to the appassoc.xml file, you can control this setting.

Problem/Question
On a Windows 10 computer, I have changed my browser to something other than Internet Explorer, but after rebooting, it changes back to Internet Explorer
Overview
Because ADS uses Java to connect to Oracle, we have to use a browser that allows NPAPI plug-ins. Neither Chrome nor Edge allow NPAPI plug-ins. Windows 10 updates made changes that set the default browser back to Edge after rebooting so we had to make changes to local group policy to make sure IE stayed the default browser.
Solution
gpedit.msc - Computer config > Admin templates > Windows comp > File Explorer > "Set a default associations configuration file"
The configuration setting is Enabled, you will want to set to Disabled.
